1. Background

CDRI’s Urban Infrastructure Resilience Programme (UIRP) aspires to enhance urban liveability by promoting resilient infrastructure planning and enabling data-driven decision-making processes to manage urban shocks and stresses. The programme supports Coalition Member Countries in integrating climate and disaster resilience into infrastructure planning, operation, and maintenance, augmenting investments and ensuring sustainable and resilient urban development.

Since the launch of the Urban Strategy at COP28 in 2023, CDRI has been supporting cities across Member Countries though initiatives such as technical assistance grants via Calls for Proposals (CfP), Communities of Practice, and the development of guidelines and training modules for addressing extreme heat and water challenges. Currently 15 cities across 4 countries are under various stages of implementation under this grant support.

This Limited CfP invites proposals from cities across Brazil. This Call is funded through the CDRI’s Multi-Partner Trust Fund (MPTF) namely the Infrastructure Resilience Accelerator Fund (IRAF).

2. Call Overview: Objectives and Scope

This UIRP Limited Call for Proposals aims to support cities in Brazil in the application of data, tools, and knowledge that could lead to improved design, operation, and maintenance of infrastructure, and to mobilize further bespoke technical assistance.

This CfP has two primary objectives

  • Enhance access to and application of data, tools, and knowledge by Municipalities for improved infrastructure design, operation, and maintenance.
  • Increase access to infrastructure finance through Multilateral Development Banks (MDBs) and other financial institutions.

Expected outcomes:

  • Risk-informed infrastructure planning and development
  • Integrating resilience into infrastructure operations and maintenance
  • Augmenting financial resources
  • Improved awareness and capacities.

The Call focuses on building resilience to extreme temperatures and water-related challenges (including flooding, drought and water scarcity). Proposals may be submitted for a single city or multiple cities in Brazil, aligned with the themes and sectors below.

  • Project development support for risk informed urban infrastructure design and planning
  • Data for decision making including impact based early warning systems
  • Support for resilient recovery
  • Resilient infrastructure and climate adaptation investment strategies, including nature-based infrastructure solutions

Infrastructure sectors: Transportation, Energy, Hospitals, Schools and Water

Funding value: A grant of a maximum of $400,000 is available under this Call, with a project duration of 12–24 months.

Preference will be given to proposals where the technical support is likely to inform the infrastructure project pipeline or investment plans in cities where funds for implementation are already in place. Further details are provided in the full CfP document.

3. Who Can Apply

Applications may be submitted by a single organization or a consortium of organizations. However, each project proposal must select and identify one primary organization for purpose of financial transactions and contractual commitments.

Organizations that are eligible to receive funding under this call are UN Organizations and Non-United Nations Organizations (NUNOs) based in Brazil.

For this Limited CfP, NUNOs should have successfully cleared the Harmonized Approach to Cash Transfer (HACT) micro assessment and Prevention of Sexual Exploitation, Abuse, and Harassment assessment within the last five years.
